An accomplished engineer and educator with more than four decades of professional experience to his name, Sheldon Liang, PhD has excelled as an associate professor and the chair of the Computer Science Department at Lane College in Jackson, Tennessee since 2019. In this role, Dr. Liang, whose main area of expertise is computer networking, utilizes love, patience, and kindness toward his students—finding it incredibly rewarding to help them engage successfully throughout the semester. He is also renowned as the principal inventor of WISE-CIO, Web-based Intelligent Services Enabled C.I.O., through Jasmedia, which aggregates diligent intelligence for business, education, and entertainment through algorithmic machine learning. In addition, he has been the program manager for HBCU C2 Innovation, a partnership with Apple and Tennessee State University to implement coding and creativity experiences and programs into Historically Black Colleges and Universities, since 2021.

Dr. Liang previously served as an assistant professor at Azusa Pacific University from 2007 to 2010, a senior IT consultant at Communications Automation Platforms within Online Analytical Processing in Canada from 2014 to 2015, and a lead software developer at Broadband Commanding Center at Incognito, Inc. from 2012 to 2014. He was active as a senior engineer and platform architect at NextGen Cloud within Risk Management Solutions from 2011 to 2012; a software architect, system analyst, and senior programmer at Yootech Associates, LLC from 2009 to 2011; a senior consultant at Cuperion Technology, Inc. from 2004 to 2006; a systemic integration architect at Naval SEAC from 2002 to 2005; and a system analyst, a software/solutions architect, lead engineer, and a project manager at China State Shipbuilding Corporation from 1997 to 2002. Launching his career as a senior software engineer at the Wuhan Digital Engineering Institute in 1988, he subsequently served as the project manager and lead engineer at Diagsoft LLC from 1993 to 1995.

Outside of his primary responsibilities, Dr. Liang has been active as a visiting professor of computer science and engineering at Miami University from 2018 to 2019, a visiting associate professor at Oklahoma Christian University from 2017 to 2018, and a visiting assistant professor at Montana Tech from 2006 to 2007. In addition, he has found success with numerous creative endeavors, contributing numerous articles to professional journals, presenting in the field, and being involved in several computer-based projects. He co-authored “UnIX-CARE: Universal Interface & Experience via Collaborative Archive Repository Express” for E-service Digital Innovation in 2022, co-authored “Instant Cloud Archive Repository Express for Leading-Edge User Experience” for the American Journal of Computer Science and Technology in 2022, and co-authored “CARE: Cloud Archival Repository Express via Algorithmic Machine Learning” for Intelligent Information Management in 2022. A man of faith, he has been a ministry to prison and internationals at Memorial Road Church of Christ, a Bible Study Teacher at Oxford Church of Christ, a spiritual leader at Church of Christ, and a digital innovator for the Light Network and Henderson Church of Christ.

Over the course of his accomplished career, Dr. Liang has accrued numerous accolades. The recipient of several awards and grants from the National Science Foundation, he has also been recognized with a National Award for the Advancement of Science and Technology and named as an Outstanding Engineer by China State Shipbuilding Corporation; a Gold Medal from the IDG Software Expo and IDG-ComputerWorld; an Outstanding Initiative Award by Toastmasters International; and was named Best Technical Presenter by International Conference on Engineering & Meta-Engineering. A dedicated member of the Association for Computing Machinery, he has been president of the Glory of Speech Club within the Toastmasters International from 2008 to 2010 and was the founding president of the Incognito Club in Vancouver, Canada from 2014 to 2015.

Attributing his success to the example of his parents, self-taught experience, and his open-mindedness, Dr. Liang has earned a Bachelor of Science from Dalian Maritime University in 1988, a Master of Science from the Digital Engineering Institute within Dalian Maritime University in 1989, a Doctor of Philosophy in Algorithmic Theory in Computer Science from the Graduate University of the University of Science and Technology of China in 2001, and a master’s degree in theological studies from the Christian Witness Theological Seminary in 2007. Upon reflection of his career, he has been most proud of spending more than 40 years in his field, growing and experiencing new things. Looking toward the future, Dr. Liang intends to contribute more to digital innovation and create something with greater artificial intelligence to assist the world.
